WHO Clasification
The WHO Classification system is an internationally recognized quality framework for Emergency Medical Teams (EMTs). It provides clear guidance on how teams should be organized, trained, equipped, and prepared to respond to disasters, disease outbreaks, and other health emergencies. It also helps national institutions understand better what is needed to reach recognized international standards and strengthen preparedness.
Its value goes beyond technical criteria. Classification builds trust, improves coordination, and helps teams work safely and effectively in demanding conditions. It also makes cooperation with international partners easier by creating a shared framework, common procedures, and consistent expectations.
By following WHO principles, the project supports the development of a more professional, well-structured, and sustainable emergency medical response system. This ultimately means better protection for communities and faster, higher-quality assistance when crises occur.
The broader WHO Emergency Medical Teams (EMT) Initiative also supports countries through guidance, training, quality assurance, and international cooperation in emergency medical response.

For a broader and more holistic understanding of EMT functioning, the platform also provides background information on other important international and regional frameworks related to disaster preparedness, civil protection, and emergency response. These complementary resources can be accessed below:
The Union Civil Protection Mechanism (UCPM) is the European Union’s main framework for cooperation in disaster preparedness, prevention, and response. It supports participating countries during emergencies such as floods, earthquakes, wildfires, pandemics, and other crises through coordinated assistance, expert exchange, and joint preparedness activities.

The Disaster Risk Management (DRM) Action for the European Neighbourhood Policy supports partner countries in reducing disaster risks and strengthening prevention, preparedness, and response capacities. It promotes stronger institutions, regional cooperation, and practical measures to better protect communities from natural and man-made hazards.

The PPRD Programme (Prevention, Preparedness and Response to Natural and Man-made Disasters) is a regional initiative funded by the European Union. It helps neighbouring countries strengthen civil protection systems, improve disaster management capacities, and enhance cooperation with EU mechanisms and standards. The programme focuses on practical capacity building, knowledge exchange, and regional resilience.

In an emergency, it is critical to get the team with the right skills to the right place at the right time, WHO’s EMT classification list requires that all EMT’s clearly outline their services and skills. Populations affected by disasters or public health emergencies need to be provided with quality health care by qualified professionals with established standards.
